Property ownership registration

State registration of property rights confirms the acquisition, modification, or termination of ownership rights to real estate. It also records any encumbrances on such rights. These changes are officially registered in the State Register of Proprietary Rights to Real Estate.

Ownership rights to property are established only upon state registration in the State Register of Proprietary Rights.


What is Registered?

The following ownership rights and encumbrances are recorded in the State Register:

Land ownership rights and rights to immovable property located on a land plot that cannot be moved without losing value or changing its purpose, including:

  • Residential buildings, structures, and facilities
  • Individual property units, such as flats, residential, and non-residential premises

Ownership rights and encumbrances for unfinished construction projects and future real estate developments as provided by law

Who Can Register Property Rights?

A local government official with a law degree who meets the qualification standards set by the Ministry of Justice

A notary public

State Registration Process

The state registration of property rights follows these steps:

Submission of documents for registration, including processing and recording in the application database

Creation of electronic copies of submitted documents (scanned if in paper form) and uploading them to the State Register

Establishing the order of applications for review

Verification of documents and information in the State Register of Proprietary Rights, cadastral records, and automated information systems to determine grounds for:

  • Holding the application for further review
  • Suspending registration
  • Refusing registration
  • Making a final decision

Approval of registration (if no grounds for suspension or refusal exist)

Opening a new record in the State Register or updating an existing entry with details of:

  • Property ownership rights
  • Unfinished construction projects
  • Future real estate developments and their encumbrances
  • Relevant property and ownership details

Issuing an extract from the State Register of Proprietary Rights for the applicant

Providing official documents based on the registration outcome

The required documents and registration procedures are established by the Cabinet of Ministers of Ukraine under the Regulations on State Registration of Property Rights and Encumbrances.

State registration of ownership and proprietary rights must be completed within five working days from the date the application is recorded in the State Register of Proprietary Rights.
