Building permit
Before starting any construction, obtaining permission to commence work is necessary.
The list of works permitted without a permit is defined by the Resolution of 7 June 2017 No. 406, which establishes the list of construction works that do not require documentation for execution and that do not require acceptance upon completion. All other construction works require a special permit.
There are two approval procedures for construction permits:
Construction based on a building passport
(for houses up to 500 sq. m.)
Construction based on a project and urban planning conditions and restrictions (for houses over 500 sq. m.)
There are two types of documents that grant construction permission:
Notification of commencement of construction
► The notification of commencement allows the construction of Class SS1 responsibility buildings, such as residential, holiday, and garden houses, as well as ancillary buildings.
Permit for commencement of construction works
► A construction permit is required for SS2 and SS3 buildings, including multi-storey residential buildings, industrial facilities, and structures

For buildings up to 500 sq. m., the following documents are required:
- Passport and identification code (for all co-owners).
- Document confirming land ownership.
- Building passport for the development site.
For buildings exceeding 500 sq. m., the required documents include:
- Passport and identification code (for all owners).
- Legal documents confirming land ownership.
- Urban planning conditions and land-use restrictions.
- Construction project plan.
- Documents for architectural and technical supervision.
Notifications of construction commencement are submitted via the Administrative Services Centre (ASC) or online through the Diia.gov.ua portal.
The State Architectural and Construction Inspection (SACI) registers notifications and issues permits.
