Technical passport

A technical passport is a document that contains information obtained from a technical inventory assessment of a property. It includes key characteristics, details that define the property, and information about its components.

Compulsory Technical Inventory Assessment

A technical inventory assessment must be carried out:

Before a property is commissioned, including after reconstruction, major repairs, or restoration;

Before the state property ownership registration;

Before the state property ownership registration of a property following its division or consolidation.

In other cases, a technical inventory assessment is conducted at the request of the owner.

Premises specification

A new technical passport must be issued if any changes occur in the structure, layout, or technical condition of the property.

Purpose of the Technical Inventory Assessment

A technical inventory assessment is carried out to:

Identify existing buildings, structures, and outbuildings (including reconstructed ones)

Determine their actual area and volume

Inspect and document the structural elements of the property

Establish the layout and composition of premises

Assess the physical depreciation of structural elements

The inventory process involves assessing individual buildings, structures, and premises that serve a common function and are located at the same address.

The classification of a building complex is determined based on documents provided by the owner and an on-site inspection.

Contents of the Technical Passport

The technical passport contains key information about the property, including:

Location (address)

Composition and technical specifications;

Floor plan and description;

Owner’s name (or entity name, if applicable);

Ownership details;

Information about the organisation that issued the technical passport.


The technical passport is registered in the Construction Activity Register.
